Michael Scheuer is an American former CIA officer, author, and national security expert, best known for his role as the head of the CIA’s bin Laden Unit from 1996 to 1999. Born in 1949, Scheuer’s career in the Central Intelligence Agency spanned over two decades, during which he became deeply involved in counterterrorism and intelligence operations related to Osama bin Laden and al-Qaeda. He is also recognized for his critical analysis of U.S. foreign policy, particularly in relation to the Middle East and the War on Terror.

Scheuer is the author of several books, including Imperial Hubris: Why the West Is Losing the War on Terror (2004), where he offers an unvarnished critique of U.S. foreign policy and its failure to understand the motivations behind Islamic extremism. His writings have often focused on the importance of counterterrorism, Islamic radicalism, and the U.S. military's role in global conflicts. Scheuer’s perspective is shaped by his firsthand experience in intelligence and his deep understanding of the complexities of international relations.

One of Scheuer’s provocative quotes is: "The problem is not a lack of will but a lack of understanding about the nature of our enemy." This reflects his belief that the U.S. must better understand the forces driving terrorism if it hopes to succeed in counterterrorism efforts. Michael Scheuer’s insights continue to shape discussions about U.S. policy and the ongoing global struggle against radical extremism.
